The rule states that for a substance to passively penetrate the skin's outer barrier (the Stratum Corneum), its molecular weight must be under 500 Daltons.

Think of the skin barrier like a chain-link fence. If you throw a ping-pong ball (small molecule) at it, it goes right through. If you throw a basketball (large molecule), it bounces off.
